SWOT Analysis Rather than being the subject of a single governance system, electronic commerce is facilitated and promoted by the various legal, policy and regulatory frameworks that relate to the issues listed in section one. Coordinating these different governance mechanisms is a very challenging task, given the wide range of issues involved in e-commerce and differences among countries with respect both to national governance arrangements in relation to e-commerce issues, as well as to levels of economic development and human and institutional capacity.
